The Hot Springs County Board of Commissioners met in regular session on Tuesday, March 4, 2014 at
9:00 a.m. in the Commissioners Room at the Government Annex. Present were Commissioners Mike Baker, Brad Basse, and John Lumley. Also present were Chief Deputy Clerk Karen Slocum, County Attorney Jerry Williams and Administrative Assistant to the Commissioners Penny Herdt. Chairman Baker led those present in the Pledge of Allegiance. Approval of Agenda
John Lumley made a motion to approve the agenda with the following change:DELETE:Alan Rossler4. Youth Alternatives Monthly Report Brad Basse seconded the motion. Motion carried. Approval of Minutes
John Lumley made a motion to approve the minutes of the regular meetings on February 4 and 18, 2014
and a special meeting on February 10, 2014 as presented. Brad Basse seconded the motion. Motion
carried.Approve Bills
The following bills were submitted for approval: (see attached). Payroll for February, 2014 - $161,269.58Maintenance Monthly Report
Maintenance Foreman Chuck Carver reported that TRANE says they will be here next week to deal with
the ongoing HVAC problems, but he has no firm date at this time. There have been some ongoing
plumbing issues with a sewer line in the basement of the courthouse. The issue is resolved for the
moment. If it occurs again, a camera will be used to determine the exact cause of the problems. A spool
valve was replaced on the snow plow. Road & Bridge personnel have installed a different cutting edge on the plow that Mr. Carver anticipates will last at least twice as long as the previous one. There was some
vandalism to the elevator that will require outside expertise to fix properly. Mr. Carver requested
authorization from the Commissioners to issue a Request for Proposals to install new jail bed lights. He
has located a reasonably priced source for the lights themselves but will need an electrician to ensure
they are installed correctly. The Commissioners agreed to Mr. Carver’s request. The rental agreement
with Probation & Parole has been finalized and they have moved into the office. Signage for the office has been ordered. Work continues on the leaking jail roof. Shay Connor has returned to work and is looking at the end of June, beginning of July for retirement.Road and Bridge Monthly Report
Road & Bridge Supervisor Dave Schlager reported that work continues on shoulder widening on
Cottonwood as weather permits. Repairs have been made to the old dozer, replacing the top valve
assembly. Mr. Schlager will be working with WYDOT regarding flooding in the Lane 7 area, as this
problem seems to be worse every year. The Lo-Boy trailer brake overhaul is complete. The new
snowplow has been delayed due to some missing parts, but should be completed and delivered within the
next month. Mr. Schlager reported receiving verbal confirmation from L-TAP of acceptance of and High
Risk Rural Road Program funding for the East River Road guardrail replacement program. Work will be
done in phases as funding becomes available and will commence as soon as written confirmation has
been received. Mr. Schlager is working with the Weed & Pest to take over the weed spraying on the
county roads. The dollars currently spent on weed control by Road & Bridge will be given to the Weed & Pest district to help with the cost of spraying. County Attorney Williams asked Mr. Schlager to check with
Weed & Pest to see if they would like to have a formal written agreement in place for this. Mr. Schlager
asked the Commissioners for authorization to spend money from his budget to replace the mower
head/deck on the ditch mower with a flail head. The Commissioners authorized Mr. Schlager to proceed
with this.1 Stickney Approach Agreement — Charlie Stickney would like to install an approach approximately 1.9 miles from the start of County Road #32. Mr. Schlager has reviewed the request and recommends approval. Brad Basse moved to approve the approach agreement between Hot Springs County and Charlie Stickney for an approach to be located on County Road #32, approximately 1.9 miles from the beginning of said county road. John Lumley seconded the motion. Discussion: all fees have been paid. Motion carried. Planner Monthly Report
Planner Bo Bowman reported the NRPC will meet on the 19th . Game & Fish employee Jim Pehringer will present an update on his ongoing sage grouse study. The Conservation District has been invited to be a part of that presentation also. The Planning Board will meet on the 26th to consider land use change requests from the Willsons and Jadeco. Notification of adjacent landowners is underway. The Shoshone Forest Plan public meeting is scheduled for March 12th . Mr. Bowman reminded the Commissioners that their comments on the County Natural Resources Plan are due as soon as possible. The Planner has been requested by the Chamber of Commerce and local realtors to develop a handout for prospective landowners providing information on rural property requirements covering such things as irrigation, water rights, septic systems, road maintenance, etc. Commissioners agreed this would be a good piece of information to have available to county residents.Clerk Selection Process
Chairman Baker reported the Commissioners anticipate receiving the names of the three candidates for
the Clerk position from the Republican Central Committee on March 13th . The Commissioners will conduct interviews during an executive session as this is a personnel issue. Selection of the Clerk will be held at an open meeting beginning at 2:00 p.m. on March 14th.Atlas Roofing Dump Fee Waiver Request
Wade Lippincott with Atlas Roofing submitted a request for relief from dump fees incurred as part of the
Fair Building roofing project. The Commissioners determined this request would be more properly
submitted to the Town of Thermopolis, as Hot Springs County does not manage the dump. Commissioner
Baker will communicate this information to Mr. Lippincott.Hot Springs County Counseling Center Update
HSCCC Director Al Braaten appeared before the Commissioners to update them on the status of the
center’s State contracts for substance abuse and mental health treatment.Tax Rebate
County Assessor Shelley Deromedi presented the following tax rebate for the Commissioners’ approval.
Weed & Pest Mill Levy Request
Weed & Pest Supervisor Lindsay Woodward and Office Manager Shawna Farrell approached the County
Commissioners with the annual request for an additional 1 mill on the County’s assessed valuation for the
management of mosquitoes. Ms. Woodward reported the department would be changing the chemicals
used for mosquito control this year to combat resistance buildup in the adult insects. Brad Basse made a
motion to approve the assessment of the additional one mill on the County’s assessed valuation for the
management of mosquitoes. John Lumley seconded the motion. Motion carried.Mosquito Funding Request
Weed & Pest representative Jim Andreen appeared before the Commissioners to request an additional
$1,300.00 in funding to help defray the cost of the mosquito control program. Citing no additional money
available in the budget for this item at this time, the Commissioners declined to grant the request.2 Airport Update
Relocation Update — GDA representative Dustin Spomer reported that, after contacting one of the partners at Dryden & LaRue, there has been a flurry of activity related to reimbursement claims for Joe Holden. Mr. Spomer anticipates a claim submittal for review by the Commissioners at the March 18th meeting. Chairman Baker clarified that payment on the claim would not be made until the first meeting in April.WYDOT-Aeronautics Division THP-11B-2794 Request for Reimbursement #14 — Mr. Gilb presented WYDOT-Aeronautics Division Airport Relocation Project Request for Reimbursement #14 for the Commissioners’ approval. Brad Basse moved to approve WYDOT-Aeronautics Division Proje11B- 2794 RFR #14 in the amount of $2,401.00. John Lumley seconded the motion. Motion carried. FAA AIP-03 Request For Reimbursement #6 — Jeremy Gilb presented FAA Request for Reimbursement #6 for the Commissioners’ approval. Brad Basse moved approval of FAA Project 3-56-0043-03 RFR #6 in the amount of $23,814.00. John Lumley seconded the motion. Motion carried. WYDOT-Aeronautics Division THP-11D-3024 Request for Reimbursement #6 — Mr. Gilb presented WYDOT-Aeronautics Division Request for Reimbursement #6 for the Commissioners’ approval. John Lumley moved approval WYDOT-Aeronautics Division Project THP-11D-3024/FAA #3-56-0043-03 RFR #6 in the amount of $2,116.00. Brad Basse seconded the motion. Motion carried. Phase III Update — The contractor has submitted a new construction schedule with a plan to resume construction in April. The contractor submitted a request to use on-site gravel for crushing in this phase of construction. GDA feels there is not enough gravel available on-site to allow for crushing, so the request was denied. Phase IV Update — Mr. Gilb presented five alternate designs for the apron for the Commissioners’ review and consideration. These designs have been submitted to the FAA and WYDOT for review also. WYDOT favors Alternate D. The FAA has not indicated a preference at this time. GDA has prioritized the designs as E — C — A. After discussion the Commissioners indicated a preference for Alternate E, with further discussion regarding funding before a final choice would be made. GDA will proceed with Alternate E, pending approval by the FAA and WYDOT officials. The 100% design review meeting is scheduled for Monday, March 10th. Other Business
High Plains Power Annual Meeting Proxy Assignment — Brad Basse moved to assign the County’s proxy to Ray DeVries. John Lumley seconded the motion. Motion carried.Owl Creek Water District CDBG Grant Drawdown Request #24 — Deputy Clerk Slocum presented Grant Draft Request #24 for the Owl Creek Water project. Project Manager Cody Schatz was contacted by phone to clarify a few points regarding the draw down request. John Lumley moved to approve the Wyoming Business Council Investment Ready Communities Grant Draft Request #24 for the Owl Creek Water District Water Supply project in the amount of $5,390.00. The Commissioners reviewed the foregoing correspondence. Planner Bowman noted that the Owsley
transfer was reviewed and was not subject to county subdivision requirements. No further action on any
