The Hot Springs County Board of Commissioners met in special session on Monday, July 15, 2013 at 12:00 p.m. in the Commissioners Room at the Government Annex

Present were Commissioners Brad Basse, John P. Lumley, and Mike Baker. Also present were County Clerk Hans Odde and Administrative Assistant to the Commissioners Penny Herdt.

Chairman Basse led those present in the Pledge of Allegiance.

Mike Baker moved to approve the agenda as presented. John Lumley seconded the motion. Motion carried.

Public Hearing — Approve FY2013-2014 Budget
Chairman Brad Basse opened the public hearing for the finalization of the FY2013-2014 Hot Springs County Budget at 12:02 p.m. County Clerk Hans Odde reviewed the Summary of Budget 2013-2014, together with the proposed changes thereto. The final assessed valuation for the 2013-2014 budget year is $228,461,507.00. The County will levy 12 mills this year, which will be equal to $2,741,538.08. Total anticipated revenues for the year are $16,181,542.00, and the cash carried forward totaled $3,969,560.00.

Chairman Basse called for public comment on the proposed budget. Commissioner Mike Baker presented information on potential repairs to the multi-purpose building at the Fairgrounds. Chamber of Commerce board president Meri Ann Rush outlined the recent changes to operations at the Chamber and requested any further financial help the Commissioners were willing to give the Chamber, as their submitted budget request was cut in half. Citizen Lee Campbell presented his suggestions and reasoning for changes to the proposed budget, primarily through cuts to the Law Enforcement budget. After three calls for further public comment, receiving none, Chairman Basse declared the public hearing closed at 12:25 p.m.

After extensive discussion, adjustments were made to the budget lines for Capital Improvements, Cash Reserves, Emergency Expenditures, and Chamber of Commerce.

Mike Baker made a motion to approve the final budget for FY2013-2014 with the adjustments discussed and agreed to after the hearing. John Lumley seconded the motion. Motion carried. The final budget summary as approved is available for public viewing in the County Clerk’s office.

There being no further business to come before the board, John Lumley moved to adjourn. Chairman Brad Basse declared the meeting adjourned at 12:30 p.m.
