The Hot Springs Board of County Commissioners met in special session on Tuesday, September 25, 2 012 at 11: 00 a.m. in the Commissioners Room at the Government Annex.

Present were Commissioners Brad Basse, John Lumley and Mike Baker. Also present were County Clerk Hans Odde and Administrative Assistant to the Commissioners Penny Herdt. Chairman Brad Basse called the meeting to order at 11: 00 a.m. and led those present in the pledge of allegiance.

John Lumley moved to approve the agenda as presented. Mike Baker seconded the motion. Motion carried.

Award Bid—Phase I—Bid Schedules 1 & 2 - Airport Project
GDA representative Jeremy Gilb presented the official bid tabulation and copies of all bids received for the Commissioners’ consideration. Four bids were received for Phase I, Bid Schedules 1 & 2 of the Airport project. High Country Construction from Lander bid $621,888.2 0; Wilson Brothers Construction, Inc. of Cowley bid $851,767.6 0; Mountain Construction of Lovell bid $1, 083,6 08.7 0; Diamond Point Construction, Inc. of Buffalo submitted a bid, but the bid did not meet the required specification of delineating unit costs and was recommended for rejection on the grounds that it was incomplete and irregular. GDA has discussed this course of action with WYDOT and the FAA and they concur with the recommendation to reject Diamond Point’s bid. GDA’s final recommendation was to award the bid to High Country Construction, Inc. as it was the lowest, complete bid. As required by agreements with WYDOT Aeronautics and the FAA, the bid tabulation has been submitted for review by those agencies. Written approval of the award to High Country Construction has been received from WYDOT Aeronautics. Verbal approval has been received from the FAA, but written approval has not been received from them at this time. The Holdens have provided written approval of the plans for Phase I as required by WYDOT and the FAA. Mike Baker moved to reject Diamond Point Construction’s bid for lack of the required unit cost delineation. John Lumley seconded the motion. Motion carried. Mike Baker moved to accept High Country Construction’s bid for Airport Project Bid Schedules 1 & 2 in the amount of $621,888.2 0. John Lumley seconded the motion. Discussion: Mr. Gilb noted that the final bid tabulation includes a correction to High Country’s bid due to a mathematical formula error. He has discussed this with High Country Construction representatives and they have agreed to the correction. Motion carried. John Lumley moved to authorize the chairman’s signature on the Notice of Award to High Country Construction, Inc. Mike Baker seconded the motion. Motion carried. When the contract documents have been completed by High Country Construction, the contract will be submitted to the Commissioners for their approval.

Access Permit Applications
Now that agreement has been reached with the Holdens as to location of the access roads and construction easements, applications must be submitted to WYDOT for access permits from Roads 12 0 and 17 0. Mike Baker moved to authorize the chairman’s signature on the permit applications for access to Roads 12 0 and 17 0 from the Holden’s property. John Lumley seconded the motion. Motion carried.

There being no further business, Chairman Basse declared the meeting adjourned at 11:25 a.m.
