The Hot Springs County Board of Commissioners met in special session on Wednesday, June 30, 2010, at 8:00 a.m. in the Commissioners’ Room at the Government Annex.
Present were Commissioners John P. Lumley, Brad Basse and Mike Baker. Also present were
County Clerk Hans Odde and Administrative Assistant to the Commissioners Penny Herdt.

Approval of Agenda |
Brad Basse moved to approve the agenda with the following additions:

Approve Fiscal Year-End Bills |
The following bills were submitted for approval: (see attached). Payroll for June was $154,551.81. |
Approve Line Item Transfers |
County Clerk Hans Odde presented the final year-end budget line item transfers for approval. A copy of the line item transfers is available for public review in the Clerk’s Office. He noted that all items were intra-budget transfers for the fiscal year ending June 30, 2010. Total amount of line item transfers was $97,559.00. Chairman Lumley asked Clerk Odde to confirm with the County Attorney the legality of transferring money from the salary line into other areas of the budget. Chairman Lumley also asked for consideration of a policy change requiring elected officials to come before the Commissioners for prior approval of purchases above a set amount.
The other Commissioners agreed that this would be a good idea. Brad Basse moved to
approve all line items transfers as presented by Clerk Odde. Mike Baker seconded the motion.
Discussion: Commissioner Baker expressed concern over the size of some of the line item
transfers, particularly regarding the Sheriff’s budget. Commissioners Lumley and Basse
concurred with Commissioner Baker’s concern. Motion carried. Clerk Odde will contact Sheriff
Falgoust and ask him to attend the July 6th Commissioners’ meeting to discuss some of these
budgetary concerns. |
Madsen Approach Agreement |
Clerk Odde presented an Approach Agreement from James K. Madsen for an approach on County Road #23. Road & Bridge has reviewed and approved the agreement. The County
Attorney has not yet reviewed the agreement. There was some confusion on the part of the
Commissioners regarding the exact location of the approach, so the matter was tabled until
Road & Bridge Foreman Ray Shaffer’s monthly report on July 6th. |
Lane 3 IRP Draw Down Request #2 – Clerk Odde presented Lane 3 IRP Draw Down Request #2 in the amount of $7140.17. Brad Basse moved to approve Draw Down Request #2 for the Lane 3 Industrial Road Project in the amount of $7,140.17. Mike Baker seconded the motion.
Discussion: In response to questioning by the Commissioners, Clerk Odde clarified that there is
no rounding to even amounts on WYDOT grant requests. Clerk Odde will check with the SLIB
board regarding using SLIB funds as a match for this expenditure. Motion carried. |
