The Hot Springs County Board of Commissioners met in special session on Wednesday, May 19, 2010, at 1:00 p.m. in the Commissioners Room at the Courthouse.
Present were Commissioners John P. Lumley and Brad W. Basse. Also present was County Clerk, Hans Odde and Administrative Assistant to the Commissioners Penny Herdt.
Chairman John P. Lumley led those present in the Pledge of Allegiance
Approval of Agenda
Brad W. Basse made a motion to approve the agenda. John P. Lumley seconded the motion. Motion carried.
Executive Session
Brad W. Basse moved to enter Executive Session at 1:05 p.m. to interview candidates for the open position on the Board of County Commissioners created by the resignation of Frank Manning. John P. Lumley seconded the motion. Motion carried. Brad W. Basse moved to leave Executive Session at 4:22 p.m. John P. Lumley seconded the motion. Motion carried. No action was taken during the Executive Session.
Appoint County Commissioner
Three nominations were received from the Republican Central Committee for the position of Commissioners. The nominees were Mike Baker, Phyllis Christiansen and Jerry Langbehn. Brad W. Basse moved to appoint Mike Baker to fill Frank Manning’s unexpired term as County Commissioner. John P. Lumley seconded the motion.
Discussion: The Commissioners thanked all those who expressed an interest in the Commissioner position for their time and the effort they put into the process, and also thanked the members of the Republican Central Committee for their expeditious handling of the nomination process to allow the position to be filled as quickly as possible. Motion carried. Mr. Baker will be sworn in to his new position on Thursday, May 20, 2010 at 8:00 a.m. by of Judge Robert E. Skar in the 5th Judicial District Courtroom.
Re-Organization
After discussion with Mr. Baker regarding areas of responsibility, Brad W. Basse moved to adjust the areas of responsibility for each commissioner as follows:
John P. Lumley: Chamber of Commerce, Town Properties, Senior Citizen Center, Yellowstone Development District, Town of Thermopolis, Road and Bridge, BLM Bighorn Basin RMP, and Wyoming County Commissioners Association Board of Directors
Mike Baker: Town Properties, Town of Thermopolis, Armory Joint Powers Board, Hot Springs County Library, Hot Springs County Fairboard, Human Resources, BLM Bighorn Basin RMP, and Hot Springs County Memorial Hospital.
Brad W. Basse: Town Properties, Town of Thermopolis, Search and Rescue, Thermopolis Hot Springs Economic Development Company, Yellowstone Development District, Basin Authority Child Support Enforcement, Land Use/Planning, Hot Springs County Museum, and Bighorn Basin Nature & Discovery Center Joint Powers Board,
John P. Lumley seconded the motion. Motion carried.

There being no further business before the Board at this time, Brad W. Basse moved to adjourn at 4:37 p.m. John P. Lumley seconded. Motion carried.
