The Hot Springs County Board of Commissioners met in special session on Monday, July 20, 2009 at 12:00 p.m. in the Commissioners Room at the Government Annex

Present were Commissioners John P. Lumley, Brad Basse, and Mike Baker. Also present were County Clerk, Hans Odde and Administrative Assistant to the Commissioners Penny Herdt.

Chairman Lumley led those present in the Pledge of Allegiance.

Approval of Agenda
Mike Baker made a motion to approve the agenda as presented. Brad Basse seconded the motion. Motion carried.

Public Hearing – Approve 2010-2011 Budget
Chairman John P. Lumley opened the public hearing for the finalization of the 2010-2011 Hot Springs County Budget at 12:05 p.m.
Hot Springs County Clerk, Hans Odde reviewed the Summary of Budget 2010-2011, together with the proposed changes thereto. A copy of this Summary is available for review in the office of the Hot Springs County Clerk. The final assessed valuation for the budget year is $194,273,228.00. The County will levy 12 mills this year, which will be equal to $2,331,278.74. Total anticipated revenues for the year came to $10,590,049.00, and the cash carried forward totaled $2,869,723.38.

Adjustments were made to budgets for the Sheriff, the Jail, the Fairboard, Capital Improvements, Cash Reserves and Emergency Expenditures. Hot Springs County Commission Chairman John P. Lumley called three times for further public comment. Hearing none, Chairman Lumley declared the public hearing closed at 12:10 p.m.
Mike Baker made a motion to approve the final budget for 2010-2011 with the adjustments discussed during the hearing. Brad Basse seconded the motion. Discussion: Commissioner Basse thanked Clerk Odde for his hard work putting the budget together, as well as the department heads for holding the line and those who made the requested cuts to help meet the projected budget, especially in light of the projected 26% drop in revenue to the county for the upcoming year. Commissioner Baker expressed discomfort with the amount withdrawn from the cash reserve account, and stated that he hoped that withdrawals of this size would not become an annual event. Motion carried.

Brad Basse made a motion to adjourn at 12:12 p.m. Mike Baker seconded the motion. Motion carried.
