The Hot Springs County Board of Commissioners met in special session on Tuesday, June 30, 2009, at 12:00 p.m. in the Commissioners Room at the Courthouse. Present were Commissioners Brad W. Basse, John P. Lumley and Frank T. Manning. Also present was County Clerk Hans Odde, County and Prosecuting Attorney Jerry D. Williams, and Administrative Assistant to the Commissioners Penny Herdt. Chairman Brad W. Basse led those present in the Pledge of Allegiance. | ||
Approval of Agenda | ||
John P. Lumley made a motion to approve the agenda with the following additions: | ||

Approve Fiscal Year-End Bills | ||
The following bills were submitted for approval: (see attached). Payroll for June was $155,495.38. | ||
Approve Line Item Transfers | ||
County Clerk Hans Odde presented the following line item transfers for approval (on file in the Clerk’s Office). He noted that all items were intra-budget transfers for the fiscal year ending June 30, 2009. Total amount of line item transfers was $482,702.00. Frank T. Manning moved to approve all line items transfers as presented. John P. Lumley seconded the motion. Motion carried. | ||
Public Hearing on Budget Amendments | ||
County Clerk Hans Odde presented the proposed inter-budget amendments to the Commissioners (on file in the Clerk’s office). Commissioner Brad W. Basse opened the public hearing on the proposed budget amendments at 12:57 p.m. After a review of the amendments by Clerk Odde, Chairman Basse called for public comment on the amendments. Hearing none, Commissioner Basse declared the Public Hearing closed at 1:04 p.m. John P. Lumley moved to approve amendments to the Fiscal Year 2008-2009 Budget in the amount of $221,547.92 as presented. Frank T. Manning seconded the motion. Motion carried. | ||
Youth Alternatives Draw Down Request | ||
Director Bob Wyss reported on various projects the participants in the Youth Alternatives Program are working on. Mr. Wyss and County Attorney Jerry Williams discussed their reasons for deciding to pass on the Juvenile Justice grant. Commissioner Lumley will be in touch with Gary Hartman regarding the grant, and may ask Mr. Hartman to meet with Hot Springs County representatives to discuss the difficulties they perceive with implementing the grant in this county. Mr. Wyss informed the Commissioners that he will be joining the Child Protection Team in July. Director Wyss presented Draw Down Request #2 for the VOA/OJJDP Grant in the amount of $3,614.28. Frank T. Manning moved to approve DDR #2 for the WCCA/OJJDP “Non-Participating State” Grant in the amount of $3,614.28. John P. Lumley seconded the motion. Motion carried. | ||

Red Rock Commercial Center Draw Down Request | ||
Clerk Odde presented Draw Down Request #26 for the Red Rock Commercial Center in the amount of $53,124.00. Chairman Brad Basse recused himself from the discussion and vote due to his company being one of the subcontractors on the project. Clerk Odde noted that this would probably be the second to last draw down request for this project, as it is nearly complete. John P. Lumley moved to approve Red Rock Commercial Center Draw Down Request #26, dated June 30, 2009 in the amount of $53,124.00. Frank T. Manning seconded the motion. Motion passed. | ||
Government Annex Building - Consider Cost Savings Adjustments | ||
Groathouse Construction representative Fred Bronnenberg and Plan One Architects representative Dan Odasz presented various options for cost savings on the new Government Annex Building after the bids on the project came in higher than expected. Specifics on the accepted adjustments are available from the County Clerk. | ||

Resolution 2009-09 Requesting Industrial Roads Program Funding – Clerk Odde presented County Resolution #2009-09 for the Commissioners’ approval as follows:

Frank T. Manning moved to approve Resolution #2009-09 requesting IRP funding of $650,000.00 for the Lane 3 project. John P. Lumley seconded the motion. Motion carried. | ||

Search & Rescue Property – Clerk Odde reported that the required variance was granted by
the Town with no major issues arising at the variance hearing. Closing on the property will be
on July 6th at the County Title Company office at 2:30 p.m. Per Clerk Odde’s discussion with
the County’s auditor, payment for the land will be made in the 2009-2010 fiscal year, as that is
when possession of the property will be taken. Government Annex Draw Down Request #10 – Clerk Odde presented Government Annex Draw Down Request #10 in the amount of $16,665.79. Chairman Basse recused himself from discussion and voting due to his status as a subcontractor on the project. John P. Lumley moved to approve Government Annex Draw Down Request #10 in the amount of $16,665.79. Frank T. Manning seconded the motion. Motion carried. Tonn Gravel Pit Information Request – This item was tabled until the July 7th meeting for discussion with the County Planner at that time. Lane 3 Budget Update – Project consultant Harry Hughes and Lea Bruscino, WBC Regional Director, appeared before the Commissioners to discuss CDBG funding for the Lane 3 project. Mr. Hughes presented an updated budget for the Lane 3 project in the amount of $1.3 million. With an anticipated grant from WYDOT with the Industrial Road Program in the amount of $650,000, and an anticipated CDBG infrastructure grant of $500,000, the approximate total net cost of the Lane 3 project to the County would be $130,000. The Commissioners expressed their appreciation of Mr. Hughes’ and the Wyoming Business Council’s efforts in putting this funding package together. Clerk Odde presented Draw Down Request #7 for the WBC Lane 3 Feasibility Study grant in the amount of $1,978.00. This will be the final Draw Down request for this grant, as all the funds have been expended as of this request. Frank T. Manning moved to approve Draw Down Request #7 for the Lane 3 Feasibility Study in the amount of $1,978.00. John P. Lumley seconded the motion. Motion carried. Medical Benefit Plan Renewal – Clerk Odde presented renewal information for the Excess Loss Re-Insurance component of the County’s Medical Benefit Plan. The plan under consideration is from Bardon Insurance for $176,112.00 in fixed plan costs, with a maximum claim liability amount of $383,724.00 for a total maximum plan cost of $635,636.00. Expected plan costs based on plan history are $483,891.00. John P. Lumley made motion to authorize the Chairman’s signature on the Excess Loss Reinsurance renewal documents as presented. Frank T. Manning seconded the motion. Motion carried. | ||
